Who’s responsible for the roads?

The City of Pittsburgh: City streets, Allegheny County: County routes, PennDOT: State highways and roads

But responsibility doesn’t stop at the government. Motorists, pedestrians, businesses, and residents all contribute to litter — and we all have a role in preventing it.
